Intent and purpose.
The high-rise districts are designed to provide for residential apartment buildings
with appropriate standards on population density, building bulk, open spaces, and
spacing of buildings. These districts are designed to provide adequate light and air
to windows and for privacy; to provide open spaces to serve the residents of these
districts; and to provide freedom of architectural design in order to encourage the
development of more attractive and economic building forms. These districts are designed
to be used at planned locations in the City, which because of their strategic location
and/or proximity to major commercial, office or institutional development and thoroughfares
have special importance for sound growth and where a demand for such residential uses
has been demonstrated by economic and planning studies.
