§ 16-3. Curbside program established; preparation for collection; collection schedule.

  • (a)

    Curbside program established; collection schedule. There is hereby established within the city a program ("curbside program") for the separate collection of municipal solid waste compostables and recyclable materials from all residents of the City.

    Separate collections of compostables and recyclable material shall occur in the manner and on the schedule as set forth by the director of public service.

    Such schedules shall be published by the city and shall define the area and dates of collection and the material designated for recycling.

    All residents and other persons in charge of any premises located within the city areas serviced by the curbside program, established by this article, shall source separate all designated recyclables and compostables from solid waste and place them between curb and sidewalk where possible at the side of the public right-of-way fronting their premises in the manner designated by this article on the dates specified for collection.

    (b)

    Preparation of solid waste, compostables and recyclables for curbside collection. All solid waste, compostables and recyclables placed at the curbside for collection shall be prepared for collection in accordance with the requirements of this chapter and article together with the special requirements as may be set by the director of public service.

    a.

    All newspapers shall be placed in paper bags or tied in bundles not exceeding thirty-five (35) pounds in weight nor exceeding one (1) foot in thickness.

    b.

    All brush shall be cut into four-foot lengths or less and tied into bundles weighing not more than thirty-five (35) pounds in weight. No individual piece of brush may exceed two (2) inches in diameter.

    c.

    All compostables must be placed in a clear plastic bag. Compostables not so bagged will not be picked up. The gross weight of compost bags, placed for collection shall not exceed forty (40) pounds in weight. Compostables not so contained will not be picked up.

    d.

    All recyclables must be placed in a recyclable material container provided by the City of Warren. Recyclables not so contained will not be picked up.

    e.

    Solid waste must be thoroughly drained of liquids and be wrapped in several thicknesses of paper before being placed in receptacles for collection.

    Items too large to fit into regular containers such as discarded rugs, appliances, furniture, mattresses, etc., should be set neatly next to the waste receptacles. Appliances with a latching door must have the door removed for safety purposes. Mattresses, rugs and similar items must be rolled up and tied securely whenever possible. Motor vehicle air conditioners, household refrigerators and freezers and room air conditioners must have affixed to it, documentation or certification, that the refrigerant has been removed by a certified contractor, before it will be collected at curbside.

    f.

    NO SOLID WASTE, COMPOSTABLE, OR RECYCLABLE MATERIAL SHALL BE PLACED AT THE CURB OR STREET FOR COLLECTION PRIOR TO 6:00 P.M. OF THE CALENDAR DAY PRIOR TO THE RESIDENTS SCHEDULED PICK-UP DAY.

    g.

    After the collection of the container contents has been made, the empty container shall be removed from the curb or street and replaced on the owner's storage area as soon as possible, but in no case later than ten (10) hours after collection of the refuse has been made.
